Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an Information Technology Specialist 3, SG-23, within the Accounts Payable section of the Finance Office, the Office Assistant 3, SG-14, will be responsible to gather and review requested information, process payments, and respond to Office of State Comptroller (OSC) voucher audits.
Specific duties will include, but are not limited to, the following:
• Access and work daily invoices in Statewide Financial System (SFS) eSettlements and perform weekly follow-ups.
• Process invoice transactions, identify payment types, maintain records, and documents for assigned vendors.
• Review and approve payments in compliance with terms of a contract, purchase order, bond document, template, and/or coding and within ITS policies and procedures.
• Work with ITS managers/program areas, the vendor community, internal units, and external agencies to document and process transactions for payment.
• Assist Budget and Procurement staff in conducting analysis and preparing recommendations on open purchase orders, purchase change orders, and lapsing activities by evaluating payments.
• Organize and coordinate monthly compilation of consultant hours; analyze for accuracy and compare with LATS. This includes follow-ups regarding discrepancies, credits, and rebills.
• Compile, track, and analyze documents for consultant payments/travel costs and provide feedback as requested.
• Work directly with employees, clients, trustees, and vendors to research and resolve conflicts/problems/issues.
• Respond to questions both verbally and in writing to staff, ITS, external agencies.
• Assist in unit projects, including but not limited to, end of fiscal year and/or lapsing activities.
• Assist in monitoring the shared mailbox and filing all correspondence.
Minimum Qualifications Competitive: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.
Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
