Duties Description Under the general direction of the Associate Commissioner for Regional Operations and Practice Improvement, the Child Abuse Specialist 3 will be responsible for the ongoing implementation and direction of the institutional abuse investigations mandated by the Child Abuse Prevention Act. This position will serve the Upstate Region of New York State, encompassing the Albany, Syracuse, Rochester and Buffalo regions. This position will coordinate these responsibilities with the other CAS3, who will oversee the downstate regions of the state.


• Monitor patterns and trends within local departments of social services and voluntary agencies to determine the necessary technical assistance needed from the regional office;
• Provide oversight and management of regional child protective services and child fatality reporting for the western region. In conjunction with Legal and ROPI management the position will develop sanction procedures and regulations for handling agency and facility noncompliance with corrective action plans.
• Analyze data collected from the upstate Regional Offices relating to facility performance, trends, corrective action or training needs to identify systems requirements for the preparation of interim reports, and the annual report to the Legislature.
• Function as the coordinator for the Family Engagement initiative, part of OCFS’s Program Improvement Plan, which supports and enhances frontline case practice related family engagement
• Administer operating policies and procedures for the appropriate investigation of reports of child abuse and neglect in child care facilities;
• Ensures completion of planning and implementation activities associated with relevant provisions of state and federal law and regulation;
• Disseminate information amongst staff, provide guidance and oversight as required;
• Address any issues regarding employee’s professional relationships with other staff, stakeholders, agency representatives, and outside contacts;
• Represents OCFS in all inter-agency institutional abuse activities;
• Directs the implementation of interagency agreements with the Department of Education, Office of People with Developmental Disabilities, the Office of Mental Health, and other agencies as the need may arise and as policies and legal mandates in this area change.
• Provide direction, supervision and feedback to the upstate Regional Office staff in carrying out Regional Office responsibilities in the areas of Foster Care, Adoption, Preventive Services, Child Protective Services, Domestic Violence and Fire Safety.
• Work with staff from the State Central Register and other divisions to ensure systems capability for processing institutional abuse reports which will conform to the requirements of legislation
• Provide assessment of staff development related to child protective and child welfare initiatives for the regional operations. Assist with the implementation of new legal, policy and program requirements and initiatives.
• Support and implement the vision, mission and goals of Child Welfare and Community Services Division (CWCS)
• Provide oversight, supervision and internal management for Rochester Regional Office staff and daily operations.

Minimum Qualifications A bachelor’s degree and five years of children and family services experience* including or supplemented by two years in the planning, development, or delivery of child abuse and/or neglect prevention programs. Experience also must include or be supplemented by two years of professional supervision.

*Children and family services experience may include, but is not limited to, adoption services, foster care services for children/adults, preventive services, and protective services for children/adults.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
