The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Investigator will conduct confidential and sensitive investigations regarding allegations of prosecutorial misconduct in New York State. Investigator will report to the Deputy Director of Investigations. Duties of the Investigator will include, but will not be limited to:
• Working collaboratively with teams of Commission on Prosecutorial Conduct (CPC) attorneys and administrative assistants to plan and execute investigations;
• Analyzing confidential materials, including but not limited to, criminal case files, and a wide-range of forensic evidence--digital, biological, etc.;
• Interviewing witnesses;
• Preparing written reports documenting investigative activities and findings;
• Working collaboratively with CPC attorneys, including the Administrator and Deputy Director of Investigations, to investigate complaints;
• Drafting reports summarizing the findings of investigations and provide recommendations to the commissioners on whether to authorize formal complaints;
• Assisting the Administrator and Deputy Director of Investigations in preparing for hearings;
• Other special projects as needed to enable the CPC to carry out its statutory mandate.
The minimum qualifications required for this vacancy. Minimum Qualifications A Bachelor’s degree and two years of specialized experience. The ideal candidate will have investigative experience, strong writing and analytical skills, ability to manage complex and highly confidential information, and excellent judgment navigating questions about ethics, and a valid driver’s license. Substitutions include four years of specialized experience or an Associate’s degree and two years of specialized experience; Master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

• Excellent research and writing skills
• Ability to review and provide detailed analysis of voluminous case files
• Strong oral communication skills
• Experience with databases such as PACER, Accurint, Westlaw

Additional Comments The Commission on Prosecutorial Conduct is an independent State agency dedicated to investigating prosecutorial conduct in New York State, serving to strengthen oversight of New York’s prosecutors and to hold them to the highest ethical standards in the exercise of their duties.
Pursuant to Judiciary Law §§ 499-a – 499-j, the Commission has the authority to review and investigate the conduct of prosecutors to determine whether any prosecutorial conduct violates state law or court rules. Under the statute, the Commission is authorized to conduct a full range of investigative functions, including holding hearings, subpoenaing witnesses, requiring production of documents, conferring immunity, and transmitting findings of fact and recommendations regarding sanctions to the relevant attorney grievance committee. The Commission is also authorized to make its findings and recommendations public.
