Duties Description DUTIES
Reporting directly to the Chief Budgeting Analyst, the incumbent will serve as the Aid to Localities (ATL) and Capital Budgeting Team Leader for the Bureau of Budget Management. Duties include:
• Management and development of ATL and Capital budgeting procedures.
• Participation in the preparation of the OASAS Annual Budget Request, including tabular and narrative justifications and detail development of amounts.
• Development of annual ATL and Capital spending plans based on State and agency priorities and monitoring disbursements against projections.
• Approval and monitoring of various transactions including Budget Journals in the Statewide Financial System consistent with appropriations and guidelines.
• Allocation of ATL and Capital funding consistent with approved Local Governmental Unit and voluntary provider budgets and contracts, and OASAS policy, procedures, and enacted appropriations; representing the Bureau on various OASAS workgroups related to ATL and Capital matters including the development of related procurements; responding to internal and external information requests including those from the Division of the Budget; supervision of assigned staff; and other projects as assigned.
Minimum Qualifications Permanent status as a Supervising Budgeting Analyst and interested in transfer; OR reachable for permanent appointment on the current Civil Service eligible list for Supervising Budgeting Analyst; OR eligible for transfer via Section 52.6 of the Civil Service Law. Or One year or permanent service as an Associate Budgeting Analyst.
